Paraphrase of Telegram to Sir J. Jordan, No.70, dated
April 6th, 1909.
Canton-Hankow railway loan.
With a view to strengthening your hands I have
spoken to the Chinese Minister and have expressed to
him great disappointment and surprise at the action of
the Chinese Government who, by contracting a loan on
terms which were not contemplated when the agreement of
1905 was made, are depriving us of the advantages
promised in that agreement. I told him that I looked
upon their action as a breach of the spirit of the
agreement and I pointed out that it could not fail to
affect unfavourably the cordial relations which have
hitherto existed between our two governments.
